Indonesia's Chairmanship in ASEAN 2023, IPEF, and the follow-up of the Indonesian G20 Presidency in 2022

The Leaders' Offsite Meeting (LOM) 2023 was held in Denpasar - Bali, on Saturday, February, 4th 2023 and was chaired by the Coordinating Minister for Economic Affairs, Airlangga Hartarto, and accompanied by the Secretary to the Coordinating Minister for Economic Affairs, Susiwijono Moegiarso.

In the meeting which was also part of working visits to the Special Economic Zone (SEZ) in Bali, Coordinating Minister Airlangga said that there must be a trickle down effect of economic growth, partly because employment in various sectors is very important for the community. The Coordinating Minister Airlangga directed that the partnerships established by the Coordinating Ministry for the Economy with Ministries/Institutions to expand employment opportunities must continue to be encouraged. In addition, performance on various strategic issues must also be maximized, including Indonesia's Chairmanship in ASEAN 2023, where Coordinating Minister Airlangga also serves as Chair of the ASEAN Community Economic Council.

The LOM in Denpasar, February 2023 was attended by all Echelon I Officials, Special Staff, Assistance Teams, Senior Advisor, and Echelon II Officials of the Coordinating Ministry for Economic Affairs.

During LOM 2023 in Denpasar-Bali, Deputy for International Economic Cooperation, Edi Pambudi, was present and accompanied by Assistant Deputy for Asian Economic Cooperation, Bobby Siagian.


As the Co-Sherpa of the G20 Indonesia Presidency in 2022, Deputy Edi conveyed to the Coordinating Minister Airlangga that the follow-up of the Indonesian G20 Presidency in 2022 continues to be monitored intensively. Apart from that, several strategic programs were also conveyed by the Deputy Edi, including:


  1. The Indo-Pacific Economic Framework (IPEF) for Prosperity negotiations: strategic issues raised include; 1) Focus on concrete and easy-to-do achievements (low hanging fruits) as a priority, 2) Formulate proposals for potential economic cooperation in the form of concrete projects within the framework of IPEF cooperation, 3) Encouraging the involvement of the private sector (business and stakeholders) to accelerate tangible benefits.

  2. Acceleration of Completion of Indonesia - EU CEPA Negotiations

  3. Completion of the Legal Instruments for the Ratification of the Indonesia - UAE CEPA International Trade Agreement

  4. ASEAN Economic Community Council (AECC) - ASEAN Chairmanship Series: Strategic issues raised in this program include: 1) Formulation of Indonesia and ASEAN strategies related to Carbon Neutrality, 2) Determination of Core Elements of AEC Post-2025 Vision, 3) Implementation of target achievement Indonesia's economic priority (PED) during Indonesia's Chairmanship in ASEAN 2023, 4) Completion of DEFA, establishment of RCEP in Jakarta, implementation of digital payments via QR code.

  5. IMT-GT Summit (ASEAN Chairmanship Series): Strategic issues raised in this program include: 1) Implementation of IMT-GT Implementation Blueprint 2022-2026 & Joint Leaders' Statement, and 2) Launching visit of IMT-GT Year 2023.

  6. BIMP EAGA Summit (ASEAN Chairmanship Series): Strategic issues raised in this program include: 1) Preparation of the BIMP-EAGA Post 2025 Vision, and 2) Implementation of various cooperation programs with partner countries.

  7. Indonesia Official Partner Country Hannover Messe 2023 (Communication Technical Support)


In addition to delivering the several strategic programs above, Deputy Edi also presented the agenda plan for the Coordinating Minister for Economic Affairs throughout 2023.

Amid the hectic activities of LOM Denpasar in 2023, the signing of the Performance Agreement was also carried out by Echelon 1 and the Coordinating Minister Airlangga.


Concluding the LOM implementation series, Coordinating Minister’s Secretary Susiwijono said that, "We will write down the results of the LOM in the minutes and become the main reference for our work program and policies in 2023."
